The Vice Ministry of Public Investment and External Financing (VIPFE) under the Ministry of Development Planning is the governing body of the State System of Investment and Financing for Development (SEIF-D). Its functions include: designing investment and financing policies for development, establishing and improving SEIF-D regulatory and technical methodological instruments, monitoring and evaluating the Public Investment Budget, as well as external financing agreements, and managing the Public Investment and External Financing Information Systems.
During the life cycle of investment projects, it participates in the formulation process of their profile and ex-ante evaluation through the Project Bank. Once the projects enter the execution phase, it is the entity in charge of performing the physical-financial follow-up based on the data recorded by the project executing agency, and conducts field visits to the most relevant projects.
As the governing body of the SEIF-D, it intervenes in the public investment policy cycle through the public investment programming process by means of the Investment Information System. During the budget execution phase, it is the responsibility of the Vice Ministry of Public Investment to prepare quarterly budget execution reports and submit them to the Ministry of Economy and Finance for analysis.
