Segeplan proposes a system of Policy Guidelines, from which a context of planning, investment and cooperation norms are derived that must be observed by the institutions as criteria to help them improve their strategic planning processes with the methodological approach of Management by Results, which is also an approach with legal backing that makes its use mandatory. It should be noted that the above is a requirement to support a budget proposal.
