GUIDE FOR THE MANAGEMENT OF PUBLIC INVESTMENT PROGRAMS AND PROJECTS FINANCED WITH REIMBURSABLE EXTERNAL COOPERATION (LOANS) FEBRUARY 2022
It is a support and facilitating instrument for those who formulate public investment programs and projects, i.e., ministries of State, Secretariats of the Presidency, social funds, decentralized and autonomous entities, and other public institutions that formulate and/or execute projects with reimbursable external financing resources, in order for them to submit documents with the appropriate information and requirements to enable them to issue the corresponding technical opinion or technical opinion. It is designed in three chapters that offer conceptual information, legal guidelines and consultation instruments for the management of external cooperation, and some diagrams that help illustrate the theoretical descriptions.
Chapter 1 presents a theoretical framework outlining the governing bodies that are legally mandated and jointly responsible for coordinating, analyzing and approving matters related to reimbursable external cooperation. This chapter also describes the set of laws and regulations that govern the public sector entities in charge of executing programs and projects financed with resources from external cooperation, and the general considerations within the process of an external loan.
Chapter 2 presents the Formulation of Programs to be financed with reimbursable external cooperation. The objective is to present to the reader the general outline of the Program structure; establish the basic and legal requirements for the presentation of the Program document or file through which SEGEPLAN's opinion or technical opinion is requested. This section also describes the specific aspects for Program formulation.
Similarly, Chapter 3 develops the topic of Formulation, in this case, of Public Investment Projects to be financed with reimbursable external cooperation resources, including the description of the processes for projects that form fixed capital and those that do not form fixed capital; the basic and legal requirements for the presentation of the Project document or file; the specific aspects to be considered for its formulation and official presentation to SEGEPLAN for the issuance of the corresponding technical opinion or opinion.
