Formulation:

Suriname Planning Bureau (SPS), under the responsibility of the Vice President, shall take the necessary steps to prepare for a coherent and sustainable policy for the development of Suriname. The results of this will be published, as far as the general interest so permits. The Minister shall consult with the boards of independent communities. The policy referred shall be summarized in a national development program, which provides an indication of the long-term economic, social and cultural development of and measures by which the government proposes to promote it. The mission is to plan with a goal to maintain a productive and caring community with attention to maintaining the rich biodiversity and of course the clean and nurturing of our cultural diversity.

Implementation

There are three phases for the Development process. First phase, operationalizing the Planning Act and strengthening the Planning Bureau; establishing ministerial planning units among other things in charge of policy and project development and Monitoring and Evaluation (M&E); creating an urgency program to build and maintain expert and highly specialized executives; integration of these measures with ICT development (e-government); and entering into partnerships with the “international development partners” to realize these transformations.

The second phase consistis in adopting the new Planning Act, operationalization of the procedures, establishing the institutes and networks of the new Planning Act, M&E-reports become available as laid down by Law,  adopting and starting with the implementation of Public Sector Reform about which multipartite consensus has been reached, adjustment of policy and action programs as provided in the Development Plan 2017-2021, and the integration of these measures with ICT development (e-government).

Finally, the third phase, further expansion of the development capacity of the Government, NGOs and the commercial sector.

Evaluation

The legally-based Surinamese Monitoring and Evaluation Institute has the technical (M&E) capacity and developed the decentralized network to monitor and evaluate the implementation and impact of the programs and projects that are part of Suriname's Vision 2035, the medium-term (five years) plans and the annual budgets of the ministries and periodically report thereon to the Government and the National Assembly (DNA).

Connection with sectoral planning

The development results and action programs will have to be elaborated and implemented by the line ministries, specialized sector institutes and regional bodies in policy documents and the sectoral and regional programs on which the annual plans and the annual budget are based. The Development Authority to be established, which this plan starts from, will also play a facilitating and supportive role.

Connection with territorial planning

The Stichting Planbureau Suriname is the institution in charge of coordinating plans and projects to reach an alignment between national and regional planning.
