The Ministry of National Planning and Economic Policy (MIDEPLAN) as the steering body of the National Planning System (SNP) presents the 2019-2022 National Plan for Development and Public Investment (PNDIP), in order to contribute to strengthening State capacity to define goals, establish priorities, formulate targets and assign resources, as well as give follow-up and assess policies, plans, programs or projects that will be executed during 2019-2022, aiming at establishing a goal, a direction, a road for our country and, thus, face the country’s main challenges and, above all, improve the delivery of goods and public services to the citizens.
The 2019-2020 PNDIP 2019-2022 structure provides for a general diagnosis, the country vision materialized in a set of national goals and targets, goals of the strategic articulation areas at effect and public intervention level; where all components were regionally separated according to information availability.
In the framework of the National Assessment Sub-System (SINE), under the GpRD focus, public interventions are followed up on and assessed. Follow-up is concentrated on knowing the progress of the targets established in the PNDIP, comparing the results of the programmed targets with those reached; the assessment is applied to strategic public interventions and consists of a systematic valuation on some aspect (design, management, results) based on a set of preestablished criteria.
The public investment projects are included in the plan in each one of the Strategic Areas: “Innovation, Competitiveness and Productivity”, “Infrastructure, Mobility and Territorial Organization”, “Human Safety”, “Health and Social Security”, “Education for Sustainable Development and Coexistence”, “Economy for Stability and Growth”, “Territorial Development”.
In order to distinguish the investment projects, they are identified by an icon which is described at the beginning of each of the templates. The list of investment projects shows the name of the project, its goal, indications to measure the scope of the goal, base line (year 2018), annual targets, total and annual investment estimation in columns and the source of the resources. An additional template shoes the projects under APP modality.
