The National Public Investment Plan (PNIP) is a multiannual horizontal 3-year plan and annual update elaborated by the National Directorate of Public Investment (DNIP), as established by Law No. 24454 on the National Public Investment System (SNIP). The PNIP comprises the details of the investment projects that are part of the Budget Bill for the year of publication, as well as its previsions for the years after. As a consequence, it provides for the totality of capital expenses, as well as the expenses for executing the works such as the acquisition of capital goods to be executed directly by some National Public Administration (APN) body, those executed by third parties with APN resources (capital transfers) and financial investment. For some projects or a set of projects, mention is made of its link with sectoral and territorial plans, examples of which are the Belgrano Plan and the National Water Plan.

The 2020-2022 PNIP structure consists of the main document and three annexes. The PNIP reviews the scope and one section describes the budget formulation process. Then, an analysis is made of the APN capital expenses foreseen for 2021, according to functional, jurisdictional and financial origin distribution, and shows a comparison with the capital expenses foreseen for 2020, and includes a description of the guidelines and main projects in the most relevant sectors of Direct Real Investment, Capital Transfers and Financial Investment. Finally, it shows public investment under APP modality. The annexes outline the improvements to the SNIP of the last year. The second annex analyzes the budget execution of the previous year and the third annex shows a list of all investment projects to be executed during the year. This list shows the name of the project, the Public Investment Project Bank (BAPIN) code, the geographical location, the cost for the year in course and the projections for the two years after.
