The Fifth Action Plan of Uruguay will be the first plan in the country that will contain initiatives of Open Parliament, Open Justice, Central Administration bodies and Departmental Governments. The commitments cover the strengthening of transparency and accountability in various topics: public procurement, health management and policies, benefits delivered to the business sector, use of Artificial Intelligence in the State and environmental policies.
For the co-creation process of the plan, people belonging to different groups of the population in situations of greater vulnerability and inequality participated: people with disabilities, older adults, people of African descent and women. Their participation seeks to collect and mainstream their contributions and perspectives in different initiatives. In total, 497 people participated in the process, in addition to 153 different institutions and organizations.
