Action Plan
Design:
Jamaica’s Second Action Plan integrates open government principles into all its commitments through specific sections addressing the relevance of each proposal regarding transparency, citizen participation, accountability, and institutional strengthening. Additionally, the plan aligns commitments with the Sustainable Development Goals (SDGs) of the 2030 Agenda, highlighting those particularly related to climate action, justice, equality, and institutional innovation. For Commitments 5 and 7, the SDG linkages were identified by ILPES based on the substance and objectives of each proposal. Each commitment includes verifiable milestones, responsible actors, and defined timelines for monitoring.
The Second Action Plan comprises seven commitments addressing public issues across various sectors, driven by institutions within the Executive Branch, in coordination with autonomous bodies and civil society representatives. The plan’s co-creation process was led by the Open Government Multi-stakeholder Forum, equally composed of government and civil society representatives, with support from entities such as the Ministry of Finance and Public Service. The co-creation methodology involved thematic virtual sessions focusing on collaborative reflection, review of progress from the previous plan, and identification of new challenges. This approach fostered the joint development of solutions emphasizing openness and citizen service.
The consultation process was carried out in two main phases. Initially, from December 2023 to January 2024, thematic virtual sessions were held to identify sectoral priorities. Subsequently, a national virtual meeting took place in April to review progress, followed by a second round of commitment reviews from May to June 2024, incorporating feedback from public and social stakeholders. This phased approach ensured the relevance, feasibility, and citizen-centered focus of each proposed commitment.
Participation spaces brought together representatives from the public sector, civil society, private sector, labor unions, youth groups, academia, and religious communities. Through these interactions, inputs were collected for each commitment, along with suggestions on implementation and monitoring. In total, seven commitments were defined that fulfill open government criteria and reflect the common interests of multiple sectors. This plan continues the trajectory initiated by Jamaica’s First Action Plan, reinforcing the country’s commitment to open, collaborative, and citizen-centered public governance.
