The municipal plans detail visions, strategies and development scenarios. They detail land use proposals, detail planning needs and investment in infrastructure, and implementation strategies. The municipal plans are formulated as a long-term instrument, to assist the corresponding city council, to carry out the responsibilities of territorial administration, respond to population growth and economic changes, manage existing infrastructure, manage urban expansion and provide the necessary services to ensure social, economic, functional and environmental cohesion, as well as a good quality of life for the residents of the community.
