This Act aims for a sustainable development that guarantees: (a) sufficient employment for the population and the conditions for it to develop its talents; (b) an optimal distribution of wealth; (c) the best possible balance between the available space and the development that is promoted in it, so that a healthy environment is preserved, for example, by ensuring natural reserves and recreation space in accordance with the future size of the population, as well as keeping the soil clean, water and air
