El contexto previo a la redacción de este Cuarto Plan se caracterizó por la mala reputación que el Gobierno mexicano adquirió, en cuanto los medios internacionales lo catalogaron como "Gobierno Espía" al salir a la luz varios casos de espionaje en contra de la sociedad civil. Lo anterior provocó una incertidumbre sobre la permanencia de México en la Alianza para el Gobierno Abierto. Sin embargo, el proceso de elaboración del plan representó un nuevo punto de partida que elevó expectativas acerca del gobierno abierto en el país.
Durante ocho meses el Comité Coordinador, el foro multiactor del país, llevó a cabo un proceso de cocreación que incluyó la participación de más de 1.100 personas de manera virtual y 400 personas en forma presencial. Lo anterior dio como resultado 6 compromisos cocreados (del proceso de la consulta) y 7 compromisos proactivos (propuestos por el Gobierno y la sociedad civil).

Plan Characterization
1. Open and responsible spending on social programs
Implement a pilot project in five social programs that makes it possible to identify the traceability of public spending, detect areas of risk of compliance with objectives and goals, as well as probable acts of corruption, and initiate complaint procedures in case of irregularities.
2. Citizen advocacy for sustainable rural development
Form a multi-stakeholder working group to evaluate, generate recommendations and follow up on the operation of citizen participation mechanisms and to contribute to sustainable rural development led by communities.
3. Transparent and quality information to guarantee the right to education
Strengthening of the Educational Information and Management System by updating, systematizing, publishing and improving the quality of information.
4. Sexual and reproductive rights for young people
Generate and implement effective mechanisms for proactive transparency, accountability, and citizen participation in the provision of sexual and reproductive health services.
5. Transparency to promote labor inclusion
Implement an effective mechanism of transparency, accountability and citizen participation to make visible the deficient practices of employers and avoid acts of discrimination; strengthen public labor policies for decent work and the inclusion of discriminated groups.
6. Single and open platform for public safety information
Create a unique and open platform that disseminates and makes transparent the information at the national level on security, justice and peace to improve decision-making and accountability.
7. Democratic controls over the intervention of private communications
Establish a multi-sector mechanism for the analysis, discussion, design and evaluation of public policy on the use of technology for the intervention of private communications to prevent the abuse or illegal use of said technology by government entities.
8. Strengthen public care services
Implement a coordinated care policy pilot project and a follow-up mechanism in three municipalities.
9. Transparency for monitoring and surveillance of trusts
Design and implement a strategy of proactive transparency, monitoring and citizen oversight to strengthen accountability and control of public resources.
10. Strengthening transparency on forest, water and fishing management
Implement the recommendations of the Natural Resources Transparency Index and form transparency monitoring groups in the water, forestry and fishing sectors.
11. Towards the disclosure of beneficial ownership
Prepare a National Action Plan to implement the Principles of Disclosure of Transparency of Beneficial Ownership; publish data on ultimate beneficial owners of companies in the hydrocarbon and mining sector to subsequently have a Registry of Beneficial Ownership in 2023.
12. Transparency of the flow and control of arms
Design and implement a proactive transparency strategy to make visible and improve the quality of public information on the flow and control of arms to, in and from Mexico, which strengthens accountability.
13. Subnational open government strategy
Update the federal and local open government agendas to advance towards the consolidation of an Open State in the country.
