Diseño:
El Quinto Plan de Acción de Uruguay será el primer plan del país que contendrá iniciativas de Parlamento Abierto, de Justicia Abierta, organismos de Administración Central y de Gobiernos Departamentales. Los compromisos abarcan el fortalecimiento de la transparencia y rendición de cuentas en diversas temáticas: compras públicas, gestión y políticas de salud, beneficios entregados al sector empresarial, uso de la Inteligencia Artificial en el Estado y las políticas ambientales.
Para el proceso de cocreación del plan, participaron personas pertenecientes a diferentes grupos de la población en situación de mayor vulnerabilidad y desigualdad: personas en situación de discapacidad, personas mayores, personas afrodescendientes y mujeres. Con su particiapción se busca recoger y transversalizar sus aportes y perspectivas en diferentes iniciativas. En total, 497 personas participaron del proceso, además de 153 instituciones y organizaciones diferentes.

Plan Characterization
1.1. Citizen participation in the design of standard specifications for public procurement
Design and institutionalize public consultation processes to enable citizen participation in the design of standard specifications of general application with the objective of receiving contributions prior to their adoption as a regulatory instrument through the Digital Citizen Participation Platform.
1.2. Strengthening of the opening, visualization and download of public procurement data
Incorporate relevant information on the purchasing system, such as the application of preferential regimes for the development of suppliers or demand planning carried out by the executing units of the State; incorporate improvements for the download of information by users and new visualization alternatives that combine different dimensions of the acquisition process.
1.3. Transparency and accountability of the benefits granted to the productive and business sector
Generate a single data repository for beneficiaries (individuals and legal entities) in order to make updated information available to the public and the publication of open data on the companies participating in the Ministry's programs.
1.4. Transparency and accountability regarding health management, policies and programs
Expand the availability of public information on the operation of the national health system and the health resources available in the territory (infrastructure and human resources); create an Observatory on the implementation of the 2030 National Health Goals.
1.5. Transparency and accountability regarding the implementation of the Comprehensive Employment Promotion Plan
Facilitate access to data on employment policies aimed at young people between the ages of 15 and 29 , workers over 45 years of age and people with disabilities; develop visualizations that facilitate the understanding of the data by everyone.
1.6. Observatory for the use of Artificial Intelligence in the State
Create an Artificial Intelligence observatory in the State that promotes and encourages the ethical, responsible, safe and reliable use of this technology, and strengthens the artificial intelligence ecosystem in Uruguay.
1.7. How to understand public budgets - Budget Literacy Actions
Design and implement budget literacy actions aimed at promoting effective access to information by citizens on this matter and strengthening budget transparency; promote the inclusion of the theme and the use of the Budget Transparency Portal by the different types of users in different sectors of the public sphere.
1.8. Strengthen audit and accountability for compliance with the Law on Access to Public Information
Develop a policy for the implementation and integration of 100% of the obligated subjects to the National Index of Transparency and Access to Information (INTAI); implement a plan to strengthen transparency in the departmental governments and municipalities, which allows achieving the integration of all the subjects obliged to the index.
1.9. Open Data Strategy for the 2021-2024 period
Implement the strategy promoting 5 lines of action: promote the opening of data from the design in the different spheres and levels of government; strengthen the national ecosystem; update the frame of reference; create the first inventory of Metadata on data held by the State; promote and support openness processes on issues related to gender, anti-corruption, environment, climate change, health, parliament, justice, among others.
2.1. Accessibility in information and digital services of the State
Promote an accessibility policy for the information and digital services provided by the State, involving people with disabilities in spaces for dialogue and exchange.
2.2. Strengthening spaces for citizen participation and the use of digital tools in public policies on aging and old age
Integrate the use of digital citizen participation tools to strengthen the participation of civil society organizations linked to the issue of aging and old age in institutionalized areas such as the Advisory Council of the National Institute for the Elderly (Inmayores), in terms of incidence in the design, implementation and evaluation of public policies in this matter.
2.3. Observatory for monitoring the implementation of affirmative actions for people of African descent
Create an observatory for the follow-up and monitoring of the implementation of affirmative actions aimed at the Afro-descendant population; promote guidelines and implement actions to improve the production and availability of information that integrates the ethnic-racial variable by public institutions.
2.4. Monitoring and transparency of the National Gender Plan in Agricultural Policies
Carry out monitoring of the National Gender Plan in Agricultural Policies in conjunction with civil society, promoting their involvement, incidence and transparency in the management and execution of PNG Agro.
2.5. Perspective of gender equality in open data and in the Montevideo gazetteer
Develop a process to increase the availability and publication of open data that makes it possible to enhance the analyses with a gender equality perspective; promote citizen participation, transparency and accountability to reduce the gender gap in the city's gazetteer.
2.6. Domestic and gender violence: access to open data
Expand the publication of open data on domestic and gender violence; develop a visualization panel to facilitate the understanding and interpretation of the data.
2.7. Access to information for the empowerment and economic autonomy of women
Develop a collaborative, free, open and public application that involves the active participation of potential users in the design and prioritization of content.
2.8. Promotion and strengthening of Digital Citizen Participation
Strengthen a digital citizen participation policy, promoting digital inclusion, the use by public institutions of the Digital Citizen Participation Platform or other digital tools and incorporating good practices in participatory processes; Investigate the factors that generate the gaps for citizen participation in digital environments, considering dimensions such as gender, generations, ethnic rationality, territoriality, disability, among others, which allow strengthening the strategy.
2.9. Co-creation and public monitoring of the National Human Rights Action Plan
Implement a participatory process for the creation of the First National Action Plan on Human Rights; design and develop a process for citizen follow-up and monitoring.
3.1. National System for the Management of Environmental Complaints
Implement a national system for the management of environmental complaints, which enables the reception of complaints through multiple channels, expands the public information available and allows citizen monitoring of the complaint management and its resolution.
3.2. More circular Uruguay Observatory: National Waste Plan
Create a more circular Uruguay Observatory: National Waste Plan that allows monitoring of progress, and makes available data and information linked to monitoring indicators of the Plan, initiatives to promote recycling and the circular economy, information by type of waste and recovery route, among other key information.
3.3. Participatory process for the preparation of the Second Determined Contribution of Uruguay and its follow-up
Design and implement a participatory process with the objective of contributing to the elaboration of the Second Nationally Determined Contribution (NDC) of Uruguay; implement a monitoring system.
3.4. Portal Santa Lucía, a tool for the territorial management of the river basin
Design and implement a digital participation platform that allows carrying out and managing the process of the elaboration of the National Program for Territorial Planning and Sustainable Development of the Santa Lucía river basin and its integrated management; develop a portal that complements the solution and allows access to information, having a direct channel for complaints, and incorporating monitoring and accountability components.
4.1. Strengthen Digital Citizen Participation in Parliament
Institutionalize the policy of Open Parliament in the context of the Chamber of Senators; regulate the operation of Parliament's digital Citizen Participation Program (PROPACI); develop complementary actions aimed at promoting the digital participation of women in PROPACI.
4.2. Strengthen the policy of access to public information and openness of Parliament data
Promote an institutional policy of open data; establish an incremental publication plan, identifying and prioritizing the data of greater interest to the public; generate a participatory space to identify these demands.
4.3. New Perspectives for Copyright Law
Implement parliamentary reflection days that allow proposals for evolution to the copyright and related rights law on issues such as: education, libraries and archives, science and freedom of expression in the digital age.
4.4. Transparent Plenary of the Departmental Board of Maldonado
Develop a digital transformation strategy for the Maldonado Departmental Board that strengthens transparency and accountability for departmental legislative work through an electronic voting system.
4.5. Canelones: observatory, inter-institutional information, open municipalities and guide to social resources
Create an observatory of strategy and public policy of the Municipality of Canelones with the publication of open data and georeferencing; design and implement an inter-institutional information system that facilitates citizen interaction and participation; strengthen the policy of open municipalities; create and put into operation a platform that facilitates access to public information on the social resources available in the department, including georeferencing of care services for women victims of Gender-Based Violence, spaces and services for older adults, people with disabilities, scholarships and educational programs, among others.
4.6. Opening of criminal process data on accusations and convictions
Publish in open data format the result of the various stages of the criminal process on accused and convicted persons registered as of February 2019; design and implement visualizations that promote transparency and accountability in criminal proceedings and the exercise of criminal action.
4.7. Strengthening access to information on judicial files
Evolve the online system "Consultation of Judicial Files" to incorporate the search by name and surname of the people who are part of a file.
