Diseño:
El V Plan de Acción transversaliza el enfoque de género y la inclusión social en todos sus compromisos, al incluir varios apartados que se refieren específicamente al impacto en género y las brechas de desigualdad. Además, en este plan los compromisos son vinculados a los Objetivos de Desarrollo de la Agenda 2030 para el Desarrollo Sostenible a nivel de objetivos y metas, y cada compromiso cuenta con indicadores de seguimiento.
El proceso de cocreación del V Plan de Acción fue coordinado por el Foro Multiactor de Gobierno Abierto, conformado por representantes de gobierno, la sociedad civil, el sector privado y la academia. La metodología del proceso tomó como base la metodología de Design thinking, para construir ideas innovadoras orientadas a soluciones y centradas en el ciudadano. Una vez se priorizaron los temas por el Foro Multiactor a través de un proceso de socialización, se convocó a la ciudadanía a participar en talleres y encuentros. Se desarrollaron mesas territoriales presenciales y mesas temáticas virtuales. Los talleres y encuentros presenciales contaron con la participación de 576 personas entre sociedad civil y gobierno. En los encuentros virtuales, participaron 416 personas. En otras palabras, en total, el proceso contó con la participación de 992 personas.

Plan Characterization
1. National Plan for the Opening of #OpenDataDR
Increase the availability and capture of useful, standardized data; advance in the interconnection and relationship of data with a view to making transparency, integrity, accountability, prevention of administrative corruption and citizen participation more efficient, thereby promoting economic development and innovation based on the use and reuse of open data.
2. Zero Bureaucracy Program: Towards an Efficient Government
Offer more efficient services to the citizenry, through the simplification of processes and the use of technologies for the automation and digitization of procedures and public services.
3. Open Government in the Governorates
Make opportunities visible to citizens based on transparency and access to information, through the governor ates, and promote participation and accountability through both in-person and digital channels; install Offices for Access to Public Information (OAI), launch the Single Portal for Request for Access to Public Information (SAIP) and the Transparency portals.
4. Eficompras RD Portal
Make it easier for small and medium-sized companies to provide the State with their goods and services, guaranteeing competitive schemes and certifying the monitoring not only of the purchase but also of the award and delivery of the good.
5. Carbon Footprint Calculator for the National Public Procurement System
Measure the impact of public purchases on the climate, generating information and data that serve to make strategic decisions for mitigation and adaptation to climate change.
6. System for Monitoring and Evaluation of the Quality of Public Services
Make the measurement of satisfaction with the quality of public services transparent in the interest of raising the quality for the citizenry; redesign the System for Monitoring and Evaluation of the Quality of Public Services to strengthen the capacities of local entities, bodies and governments, guiding and facilitating the use of techniques, methods and tools for measuring user satisfaction with respect to the quality of public services, within the framework of good administration.
7. Contact Center: take care of your mental health
Provide an information platform on mental health care services available in the country for guidance, consultation and access purposes, while providing psychological mental health first aid service in teleassisted mode through a Contact Center.
8. Opening of Territorial Demands
Make citizen territorial demands transparent at the national level, through a digital tool where the requirements that have arisen and are channeled by the provincial development councils can be viewed, as well as their status.
9. #PublicInternshipsDR
Develop an articulated internship program that includes the participation of the bodies and entities that make up the Public Administration, in coordination with technical-professional training entities, guaranteeing equal opportunity for citizens to access the labor market, gender equity, inclusion, transparency and integrity in the process.
10. Platform for the Registration and Monitoring of Special Waste in the Dominican Republic #DRZeroWaste
Contribute to the care of the environment and transparency by creating the first platform for the registration and monitoring of the generation and management of solid waste in the country.
